BVI salary survival

Is $18,000 to $20,000 a year enough to live on in the BVI? If I wanted to come with my wife (she would not be able to work) is that a comfortable amount to support two people living in an apartment or would it be a struggle? What kind of lifestyle would be possible with that kind of salary? Would it be possible to save much money? Thanks in advance.
