Belongers

Hi. I just returned from a wonderful bareboating week in the BVI and ran across a copy of the “Newbie” in the airport. I am confused about citizenship versus belonger. I asked a number of employees who were citizens and natives of the BVI and none of them could explain the relationship between and/or differences between native born persons from the BVI, citizens of the BVI and “Belongers.” Would you please be so kind as to explain what the differences between these people are?
