Is it difficult to get a taxi late at night? I’ll be staying at Long Bay and I’m concerned about getting back there from Road Town or Cane Garden at 2am.

It’s not easy as in the sense that they probably wont be hanging around waiting for customers to take. Some cab drivers do work until 2am or later, but you need to plan ahead and find out which ones.
I recommend approaching a driver during the day and asking if he/she will be around at that time to take you and request their direct phone number. Maybe even get a couple of numbers in case one lets you down. During the day, taxi drivers are at all the major tourist “hubs” so there wont be a problem. In Long Bay, there are often driver’s between Long Bay Beach Club and Tropical Fusion. But here is also a list of phone numbers for Tortola Taxi Stands & Associations:
